The Region
The Colonial Region is composed of the 5th, 8th, 9th, 15th, 17th, 18th and 27th, representative districts. It stretches from the Maryland State border to the Delaware Memorial Bridge and down the coast to the southern New Castle County border. It includes sections of New Castle, Newark, Middletown, Odessa, and Townsend.

the Republican State Committee of the State of Delaware.

Drew Gladulich: Region Chair
Drew is an entrepreneur in the oil and gas industry. His ventures improve energy companies’ operations resulting inefficient oil and gas production enabling America’s energy independence. Drew’s efforts in the energy industry revolutionized certain processes’ that have been adopted by some of the largest Oil and Gas companies in the United States. Drew’s endeavors employ many Delaware residents allowing his hard work to have a direct, positive impact on his home State.
Drew is a true family man and spends most of his free time with his wife and 2 children. He firmly believes in strong family values and encourages those around him to adopt those same values. Originally from Montgomery County Pennsylvania, Drew has been a resident of Newark, Delaware since 2014. He is proud to call Delaware home and is eager to utilize his experience to help the conservative effort in the First State.

Lives in Delaware to be close to son and his family

Joan Winnington: Region Secretary
Joan joined the Colonial Region Republicans several years ago. She has been active in the group volunteering at events, making calls, supporting candidates, working on campaigns, and staying connected with fellow members.
This year Joan stepped up to help our region by becoming the Vice Chair for the Colonial Region and is now the Secretary for the region. She has helped grow the membership, implemented procedures for scheduling meetings and maintaining minutes, put together orientation packets for new members, works with DE Republican candidates running for offices in 2020, works with the Chair to keep our voices heard.
Professional Employment:
Director of Operations and Marketing, Metro Payment Technologies
As a professional, Joan has over 17 years of experience in the Merchant Services Industry. She started out in sales and subsequently moved to overseeing the operations, marketing and sales of the company. She currently manages the office staff, assists customers with difficult issues, manages the PCI Compliance program for Metro, generates sales and designs strategic marketing plans. She also handles the training of new employees and agents. Joan took the company to International status in 2020 by expanding the business into Canada and the UK.
Joan has her Bachelor’s Degree in Accounting and Computer Science. She is active in community events and professional organizations.

Jim Boykin: Region Treasurer
Jim is a leader within the utility industry with a passion for innovation, business strategy, and ultimately contributing to the success of the organization and everyone around him. He currently leads a talented group of Right of Way Agents with a vision to innovate the way they work to deliver the best experience to all of their customers. His relentless pursuit to shape their future has resulted in his group being at the forefront of driving change throughout the entire organization at all levels with many new technologies.
Prior to his experience with utilities he worked in various roles within residential and commercial markets delivering real estate and construction solutions. Jim is a graduate from the University of Delaware with a BS in Business Administration and Project Management and a Masters in Accounting from Wilmington University.
Jim enjoys sports, traveling, being on the beach, playing golf, and hanging out with his family. He currently lives is Newark, DE with his wife Erica and 2 children Crew and Aspen.
